Recep Turkoglu holds a PhD in Education Management, Planning, Economy and Supervision and an MSc Degree in Electronics and Computing.

Mr. Turkoglu has more than 30 years of professional experience in carrying out a review of existing Technology, Institutional Capacity Assessment and provide suggestions regarding ICT requirements and also designing, constructing and installing ICT projects that is user-friendly and includes the specifications required in ICT sector, 17 years of is was in Public Sector up to FIDIC, World bank, EU (PRAG), EIB, UNDP, UN, USESCO and local government laws.

He has also carried out many projects about ICT digital advisory of reviewing and analysis on digital transformation services for public institutions.
